Punjab launches free health care scheme for BPL families

Fazilka (Pb), Nov 11 (PTI) Punjab Chief Minister Parkash Singh Badal today launched a cashless health care scheme for BPL families, which would provide free medical services of up to Rs 30,000 per annum.

Under the Bhagat Puran Singh Sehat Beema Yojna (BPSSBY), the beneficiaries will be issued smart cards which will enable them to avail free medical services, the Chief Minister said, adding that his government has roped in leading insurance firms to implement the scheme in the state.

टैबलेट बांटने का काम शिक्षा विभाग का : ढींढसा वित्तमंत्री बोले, सरकार ने 110 करोड़ शिक्षा विभाग को जमा कराए

मालेरकोटला(संगरूर)। अकाली-भाजपा गठबंधन के चुनावी घोषणा पत्र के वादों में से छात्रों के लिए टैबलेट देने के वादे के पूरा होने का प्रदेश के विद्यार्थी अभी तक इंतजार कर रहे हैं। जबकि रविवार को यहां एसएस जैन सभा की ओर से आयोजित एक कार्यक्रम में पहुंचे वित्त मंत्री परमिंदर सिंह ढींढसा ने कहा है कि प्रदेश सरकार की ओर से इस संबंध में करीब 110 करोड़ रुपये शिक्षा विभाग के पास जमा करवा दिए हैं, इसलिए छात्रों को टैबलेट कब बंटेंगे, यह शिक्षा विभाग ही निर्धारित करेगा।
वित्त मंत्री ने कहा कि पंजाब सरकार ने छात्रों को टैबलेट देने का वादा पूरा कर दिया है, लेकिन इसे लागू करना अब शिक्षा विभाग का काम है। मालेरकोटला में आचार्य रत्तीराम जैन स्मारक पर आयोजित धार्मिक समारोह में पहुंचे ढींढसा ने स्मारक के लिए 11 लाख रुपये भेजने की घोषणा भी की। पंजाब में खाली पड़े खजाने के कांग्रेस की ओर से लगाए जा रहे आरोपों का भी वित्त मंत्री ने खंडन किया है और कहा है कि विभाग के कर्मचारियों का वेतन शेष नहीं है। इस अवसर पर पंजाब वक्फ बोर्ड के चेयरमैन मोहम्मद इजहार आलम भी उपस्थित थे।
वित्त मंत्री की ओर से छात्रों को टैबलेट बांटने संबंधी दिए गए बयान पर शिक्षा विभाग के मुख्य संसदीय सचिव इंद्रबीर सिंह बुलारिया ने फोन पर की बातचीत में कहा है कि इस संबंधी उन्हें कोई जानकारी नहीं है, इस बाबत सिर्फ शिक्षा मंत्री सिकंदर सिंह मलूका ही कुछ कह सकते हैं। उधर, शिक्षा मंत्री मलूका से संपर्क नहीं हो सका है।
छात्र संगठन विद्यार्थी भलाई मंच के अध्यक्ष गुरजीत सिंह ने कहा कि दो साल बीतने को हैं, लेकिन राज्य सरकार अभी तक छात्रों को टैबलेट बांटने में नाकाम रही है, जिससे साफ है कि सरकार अपने चुनावी वादे से पीछे हट रही है।

खजाना दफ्तरों का 18 को होगा घेराव नाराज एडेड स्कूल शिक्षकों का ऐलान

लुधियाना। पंजाब के सरकारी सहायता प्राप्त एडेड स्कूल अध्यापक यूनियन के बैनर तले सदस्य 18 नवंबर को सूबे के तमाम खजाना दफ्तरों का घेराव करेंगे। यह ऐलान यूनियन के सूबा प्रधान गुरचरण सिंह चाहल ने किया। चाहल ने कहा कि पंजाब के हजारों एडेड स्कूल के अध्यापकों के बिल खजाना दफ्तरों में तीन माह से पड़े हैं। ये बिल नए वेतनमान के बकाये की दूसरी किस्त के हैं। यूनियन ने चेतावनी दी है कि यदि खजाना अधिकारियों ने 15 नवंबर तक बिल पास न किए तो 18 नवंबर को घेराव किया जाएगा।
चाहल ने आरोप लगाया कि सूबा सरकार एडेड स्कूलों के साथ सौतेला व्यवहार कर रही है। न तो इन स्कूलों की छात्राओं को माई भागो स्कीम के तहत मुफ्त साइकिल का लाभ मिला है और न ही अस्सी फीसदी अंक लेने वाले विद्यार्थियों को डॉ. हरगोबिंद खुराना वजीफा स्कीम में शामिल किया है। उनकी मांग है कि एडेड स्कूलों का सरकारी स्कूलों में विलय किया जाए। यदि घेराव के बाद भी मांगों पर अमल नहीं किया तो संघर्ष तेज किया जाएगा।

शिक्षामंत्री के बयान पर भड़के एडेड स्कूल कर्मी

होशियारपुर (ब्यूरो)। पंजाब सहायता प्राप्त निजी स्कूल अध्यापक और अन्य कर्मचारी यूनियन ने रविवार को एक प्रेस विज्ञप्ति के जरिए शिक्षामंत्री के बयान की निंदा की। इस बयान में शिक्षामंत्री ने कहा कि मर्जर तभी होगा अगर कमेटियां स्टाफ के साथ बिल्ंिडग भी देंगी।
यूनियन कर्मचारी नेता शादी लाल, तरसेम सिंह, अनिल हांडा, केशव शर्मा, नरेश शर्मा, जगदीश ठाकुर, अरुण कुमार तलवाड़ा और जसजीत सिंह ने बयान की निंदा करते हुए कहा कि उन्होंने मांग की थीं कि कर्मचारियों की शिफ्टिंग करके कमेटियों को स्कूल अपने ढंग से चलाने की इजाजत दी जाए। यदि सरकार स्कूल की जगह पर स्कूल ही चलाना चाहती है तो वह कमेटियों को भी कह सकती है। उन्होंने चेतावनी दी कि यदि सरकार ने आने वाले कुछ समय में शिफ्टिंग पर कोई ठोस करवाई नहीं की, तो आगामी लोक सभा चुनाव में सरकार को इसका जबाव दिया जाएगा।
यूनियन सदस्यों ने कहा कि एडेड स्कूलों में पिछले दस सालों से नई भर्ती पर लगी रोक के कारण कुछ स्कूल तो बंद होने के कगार पर हैं।
और ज्यादातर नाममात्र अध्यापकों और मुखियों के बिना ही चल रहे हैं।

जालंधर। एडेड स्कूलों में पिछले 10 वर्ष से नई भर्ती पर लगी रोक के कारण स्कूल बंद होने के कगार पर हैं और कई स्कूलों में अध्यापक न होने के कारण वे बंद हो चुके हैं। इसके अलावा कुछ स्कूलों में विषय के माहिरों की और दो तिहाई स्कूलों में मुखियों की कमी हैं। शिक्षा का अधिकार कानून के लागू होने से विद्यार्थियों से अधिक फीस नहीं ली जा सकती है। इसलिए कक्षाओं से जो फीस इकट्ठी होती है वह अस्थाई अध्यापकों को वेतन देने के लिए भी पर्याप्त नही है। ऐसे हालात में प्रबंध कमेटियों को स्थाई अध्यापकों के वेतन में अपना 5 प्रतिशत हिस्सा डाले जाने व स्कूल के अन्य खर्च चलाने मुश्किल हो रहे हैं। अब शिक्षा मंत्री की तरफ से एडेड स्कूलों को शिक्षा विभाग में शामिल करने के लिए दिए गए जवाब से कर्मचारियों की आस टूट गई है।
एडेड स्कूल यूनियन के प्रेस सचिव मुनीष अग्रवाल का कहना है कि मौजूदा समय के दौरान एडेड स्कूलों में काम करने वाले दर्जा चार व लैब सहायकों की तो अभी ग्रेड पे भी संशोधित नही की गई। सरकार ने पिछले पे-कमीशन के बकाए की दूसरी 30 प्रतिशत की किस्त 31 अगस्त से पहले देने का वादा किया था लेकिन कर्मचारियों को अभी तक यह किस्त नहीं मिली है।

विभिन्न विभागों के मुलाजिमों को अभी तक वेतन और अन्य भत्ते न मिलने से उनमें सरकार के खिलाफ भारी रोष है। मुलाजिम नेताओं का कहना है कि कई मुलाजिम काफी परेशानी से जूझ रहे हैं, लेकिन सरकार को उनकी कोई परवाह नहीं है। नेताओं का कहना है कि वेतन और भत्ते जल्दी रिलीज न किए गए तो राज्य सरकार के खिलाफ जिला स्तर पर धरने और प्रदर्शन किए जाएंगे। मंत्रियों और नेताओं का घेराव भी किया जाएगा।

मुलाजिम नेता गुरमेल सिद्धू का कहना है कि सरकार मुलाजिमों से धक्का कर रही है। एक तरफ वेतन और भत्ते रिलीज नहीं किए जा रहे, वहीं विभिन्न विभागों में खाली पड़े पदों को भरा नहीं जा रहा है। इससे मुलाजिमों पर काम का बोझ बढ़ गया है। पहले भी सरकार को इस बारे में चेतावनी दे चुके हैं, लेकिन सरकार पर कोई असर नहीं हुआ। अब वे संघर्ष के मूड में आ गए हैं।

ये हैं मुख्य मांगें

समय पर वेतन देना, वेतन समय पर रिलीज करने के लिए पॉलिसी बनाना, रिक्त पड़े पद भरना, बेरोजगारी दूर करने के लिए नई पॉलिसी बनाना और जिन मुलाजिमों को एरियर नहीं मिले, उनका भुगतान करना।

'ਚ ਅਕੈਡਮਿਕ, ਅਨੁੰਸਧਾਨ, ਟਰੇਨਿੰਗ ਤੇ ਅਭਿਨਵਤਾ ਡਾਇਰੈਕਟਰ ਡਾ. ਸਾਧਨਾ ਪਾਰਾਸ਼ਰ ਦੇ ਭਾਸ਼ਣ ਨਾਲ ਹੋਈ ਜਿਸ 'ਚ ਉਨ੍ਹਾਂ ਨੇ ਹਾਜਰ ਜਨਾ ਨੂੰ ਉਨ੍ਹਾਂ ਬੇਸ਼ੁਮਾਰ ਨਵੇਂ ਕਦਮਾਂ ਅਤੇ ਵਿਦਿਅਕ ਸੁਧਾਰਾਂ ਦੇ ਬਾਰੇ 'ਚ ਦੱਸਿਆ, ਜੋ ਸੀਬੀਐਸਈ ਨੇ ਕੀਤੇ ਅਤੇ ਸੀਬੀਐਸਈ ਦੇ ਵਿਦਿਅਕ ਇੰਫਰਾਸਟ੍ਰਕਚਰ ਨੂੰ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਮੁਤਾਬਿਕ ਬਣਾਇਆ। ਉਨ੍ਹਾਂ ਦੀ ਰਾਏ ਸੀ ਕਿ ਅਧਿਆਪਕਾਂ ਦੇ ਪ੍ਰਭੁਤਵ ਵਾਲੀ ਵਿਦਿਆ ਤੇ ਸਾਮੂਹਿਕ ਗਤੀਵਿਧੀਆਂ ਦਾ ਚੋਣਵਾਲਾ ਮਿਸ਼ਰਨ ਵਿਦਿਆਰਥੀਆਂ ਦੇ ਲਈ ਬਹੁਤ ਫਾਇਦੇਮੰਦ ਸਾਬਤ ਹੋ ਸਕਦਾ ਹੈ। ਇਕ ਸਮਾਨਤਾ 'ਤੇ ਜੋਰ ਦਿੰਦੇ ਹੋਏ ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਪਾਠਕ੍ਰਮ ਇਸ ਯੋਗ ਹੋਣਾ ਚਾਹੀਦਾ ਹੈ ਕਿ ਉਹ ਬਹੂਲਤਾ ਦੀ ਰੱਖਿਆ ਕਰ ਸਕੇ ਅਤੇ ਵਿਭਿੰਨਤਾ ਦੇ ਪ੍ਰਤੀ ਸੰਵੇਦਨਸ਼ੀਲ ਹੋਵੇ। ਇਸ ਦਿਨ ਸੀਬੀਐਸਈ ਦੇ ਚੇਅਰਮੈਨ ਸ਼੍ਰੀ ਵਿਨੀਤ ਜੋਸ਼ੀ ਨੇ ਸਕੂਲ ਬਨਾਮ ਬੋਰਡ ਪ੍ਰੀਖਿਆ ਪ੍ਰਭਾਵਸ਼ੀਲਤਾ ਦਰਸ਼ਾਉਣ ਵਾਲੇ ਤਾਜ਼ਾ ਆਂਕੜੇ 2013 ਪੇਸ਼ ਕੀਤੇ। 30,000 ਵਿਦਿਆਰਥੀਆਂ ਦੇ 100 ਸਮੂਹਾਂ 'ਤੇ ਕੀਤੇ ਗਏ ਅਧਿਐਨ ਵਿਚ ਸਾਹਮਣੇ ਆਇਆ ਕਿ ਸਕੂਲ ਪ੍ਰੀਖਿਆਵਾਂ ਦੇਣ ਵਾਲੇ ਵਿਦਿਆਰਥੀਆਂ ਨੇ ਪ੍ਰਾਪਤੀ ਅਤੇ ਆਤਮ-ਵਿਕਾਸ ਦੇ ਮਾਮਲੇ ਵਿਚ ਬੇਹਤਰ ਪ੍ਰਦਰਸ਼ਨ ਕੀਤਾ ਹੈ। ਉਨ੍ਹਾਂ ਕਿਹਾ ਕਿ ਅਧਿਆਪਕਾਂ ਨੂੰ ਹੋਰ ਜਵਾਬ ਦੇਹ ਬਣਾਉਣ ਲਈ ਸਕੂਲੀ ਪ੍ਰੀਖਿਆਵਾਂ ਸ਼ੁਰੂ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ। ਇਸ ਅਧਿਐਨ ਵਿਚ ਅਸੀਂ ਇਹ ਦੇਖਿਆ ਕਿ ਸਕੂਲਾਂ ਵਿਚ ਉੱਚ ਪੱਧਰ ਦਾ ਆਤਮ ਸੰਜਮ ਹੈ। ਲਗਭਗ 13,000 ਸਕੂਲਾਂ ਵਿਚੋਂ ਸਿਰਫ਼ 68 ਸਕੂਲਾਂ ਵਿਚ ਆਪਣੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਜ਼ਿਆਦਾ ਗ੍ਰੇਡ ਦੇਣ ਦੀ ਪਰਵਿਰਤੀ ਸਾਹਮਣੇ ਆਈ ਹੈ। ਇਸ ਦੇ ਨਾਲ ਉਨ੍ਹਾਂ ਇਹ ਵੀ ਕਿਹਾ ਕਿ ਭਵਿੱਖ ਲਈ ਤਿਆਰ ਕਰਨ ਦੀ ਬਜਾਏ, ਜਰੂਰਤ ਇਸ ਗੱਲ ਦੀ ਹੈ ਕਿ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਬਦਲਾਅ ਦੇ ਅਨੁਰੂਪ ਤਿਆਰ ਹੋਣ ਵਿਚ ਮੱਦਦ ਦਿੱਤੀ ਜਾਵੇ। ਸਨਬੀਮ ਗਰੁੱਪ ਆਫ਼ ਸਕੂਲਜ਼ ਦੀ ਡਾਇਰੈਕਟਰ ਸੁਸ਼੍ਰੀ ਅਮ੍ਰਿਤਾ ਬਰਮਨ ਨੇ ਆਪਣੇ ਸੈਸ਼ਨ ਵਿਚ ਸਿਨੇਮਾ ਦੇ ਮਰਮ ਅਤੇ ਸ਼ਕਤੀ 'ਤੇ ਚਾਨਣਾ ਪਾਇਆ। ਸਿਨੇਮਾ ਦੇ ਅਸਰ ਅਤੇ ਗ੍ਰਹਿਣਸ਼ੀਲਤਾ 'ਤੇ ਕੇਂਦਰਿਤ ਆਪਣੇ ਲੈਕਚਰ ਵਿਚ ਉਨ੍ਹਾਂ ਇਹ ਕਿਹਾ ਕਿ ਸਕੂਲ ਸਿਨੇਮਾ ਚੰਗੀ ਤਰ�ਾਂ ਖੋਜ ਤੋਂ ਬਾਅਦ ਤਿਆਰ ਕੀਤਾ ਜਾਂਦਾ ਹੈ, ਇਹ ਵਿਚਾਰੋਤੇਜਕ ਹੈ ਅਤੇ ਆਪਸੀ ਕ੍ਰਿਆ ਦੇ ਚਾਰ ਪੱਧਰਾਂ ਨੂੰ ਜੋੜਦਾ ਹੈ-ਵਿਦਿਆਰਥੀ, ਅਧਿਆਪਕ, ਸਕੂਲ ਅਤੇ ਮਾਪੇ। ਮੂਲ ਚੰਦ ਹਸਪਤਾਲ ਵਿਚ ਮਸ਼ਹੂਰ ਬਾਲ ਮਨੋਚਕਿਸਤਕ ਡਾ. ਜਿਤੇਂਦਰ ਨਾਗਪਾਲ ਦੇ ਸੈਸ਼ਨ ਦਾ ਵਿਸ਼ਾ ਸੀ ਵਿਸ਼ਵ ਪੱਧਰੀ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਤਿਆਰ ਕਰਨਾ, ਉਨ੍ਹਾਂ ਨੇ ਇਸ ਸੈਸ਼ਨ ਵਿਚ ਵਿਸ਼ਵੀਕਰਨ ਦੇ ਇਸ ਦੌਰ 'ਚ ਏਕੀਕ੍ਰਿਤ ਅਤੇ ਵਿਸ਼ਵ ਪੱਧਰੀ ਸਿੱਖਿਆ ਦੇ ਬਾਰੇ 'ਚ ਗੱਲ ਕੀਤੀ। ਇਸ ਸੰਮੇਲਨ ਵਿਚ ਸ਼੍ਰੀ ਸਿਮੋਨ ਬ੍ਰੇਕਸਪੀਅਰ ਵੀ ਮੌਜੂਦ ਸਨ, ਜੋ ਪੀਅਰਸਨ ਦੀ ਵਿਸ਼ਵ ਪੱਧਰੀ ਖੋਜ ਅਤੇ ਅਭਿਨਵਤਾ ਕਾਰਜ ਦੀ ਰਣਨੀਤੀ ਦੀ ਅਗਵਾਈ ਕਰ ਰਹੇ ਹਨ। ਗੁਰੂ ਨਾਨਕ ਦੇਵ ਯੂਨੀਵਰਸਿਟੀ ਦੇ ਉਪ ਕੁਲਪਤੀ ਡਾ. ਅਜਾਇਬ ਸਿੰਘ ਬਰਾੜ ਵੀ ਇਸ ਮੌਕੇ ਮੌਜੂਦ ਸਨ। ਇਸ ਸੰਮੇਲਨ ਵਿਚ ਨਿਓਰੋ ਸੰਗਿਆਨਾਤਮਕ ਸਮਝ, ਟੈਕਨੋਲਾਜੀ ਦੇ ਜਰੀਏ ਅਧਿਆਪਕਾਂ ਨੂੰ ਮਜਬੂਤ ਬਣਾਉਣ , 21ਵੀਂ ਸਦੀ 'ਚ ਅਧਿਆਪਨ ਚੁਣੌਤੀਆਂ, ਭਾਵੀ ਜਮਾਤ ਵਿਚ ਨਵੇਂ ਤਕਨੀਕੀ ਹੱਲ, ਸਮਾਵੇਸ਼ੀ ਸਿੱਖਿਆ ਅਤੇ ਅਭਿਨਵ ਆਯਾਮ ਆਦਿ ਸੈਸ਼ਨ ਵੀ ਸੰਚਾਲਿਤ ਕੀਤੇ ਗਏ। ਇਹ ਜਾਣਕਾਰੀ ਪੂਰਨ ਦਿਹਾੜਾ ਰੰਗਾਰੰਗ ਅਤੇ ਊਰਜਾ ਭਰ ਦੇਣ ਵਾਲੀ ਫੁਲਕਾਰੀ ਪ੍ਰਦਰਸ਼ਨ ਅਤੇ ਲਾਈਟ ਐਂਡ ਸਾਊਂਡ ਪ੍ਰੋਗਰਾਮ ਦੇ ਨਾਲ ਸਮਾਪਤ ਹੋਇਆ।

ਪੰਜਾਬ ਦੇ ਸਰਕਾਰੀ ਸਹਾਇਤ ਪ੍ਰਾਪਤ (ਏਡਿਡ) ਅਧਿਆਪਕ ਅਤੇ ਹੋਰ ਕਰਮਚਾਰੀ ਯੂਨੀਅਨ ਵਲੋਂ 18 ਨਵੰਬਰ ਨੂੰ ਪੰਜਾਬ ਦੇ ਸਮੂਹ ਜਿਲਾ ਖਜ਼ਾਨਾ ਦਫਤਰਾਂ ਦੇ ਘਿਰਾਓ ਕਰਨ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੈ।ਇਸ ਸਬੰਧ ਵਿਚ ਯੂਨੀਅਨ ਦੇ ਸੂਬਾ ਪ੍ਰਧਾਨ ਸ.ਗੁਰਚਰਨ ਸਿੰਘ ਚਾਹਲ ਅਤੇ ਸੂਬਾ ਸਕੱਤਰ ਐਨ.ਐਨ.ਸੈਣੀ ਨੇ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਦੇ ਹਜ਼ਾਰਾਂ ਏਡਿਡ ਸਕੂਲਾਂ ਦੇ ਅਧਿਆਪਕਾਂ ਦੇ ਨਵੇਂ ਸਕੇਲਾਂ ਦੇ ਬਕਾਏ ਦੀ ਦੂਜੀ ਕਿਸ਼ਤ ਦੇ ਬਿੱਲ ਖਜ਼ਾਨਾ ਦਫਤਰਾਂ ਵਿਚ ਪਿਛਲੇ ਤਿੰਨ ਮਹੀਨਿਆਂ ਤੋਂ ਰੁਲ ਰਹੇ ਹਨ।ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਅਗਰ ਖਜ਼ਾਨਾ ਅਧਿਕਾਰੀਆਂ ਨੇ 15 ਨਵੰਬਰ ਦਿਨ ਸ਼ੁਕਰਵਾਰ ਤੱਕ ਉਹਨਾਂ ਦੇ ਬਕਾਏ ਦੀ ਦੂਜੀ ਕਿਸ਼ਤ ਅਤੇ ਜੁਲਾਈ ਤੋਂ ਡੱਕੇ ਐਡਜਸਟਮੈਂਟਾਂ ਦੇ ਬਿੱਲ ਪਾਸ ਨਾ ਕੀਤੇ ਤਾਂ ਪੰਜਾਬ ਦੇ ਸਮੂਹ ਜਿਲਾ ਖਜ਼ਾਨਾ ਦਫਤਰਾਂ ਦਾ 18 ਨਵੰਬਰ ਸੋਮਵਾਰ ਨੂੰ ਘਿਰਾਓ ਕੀਤਾ ਜਾਵੇਗਾ।ਸ.ਚਾਹਲ ਨੇ ਕਿਹਾ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਏਡਿਡ ਸਕੂਲਾਂ ਦੇ ਵਿਦਿਆਰਥੀਆਂ ਅਤੇ ਅਧਿਆਪਕਾਂ ਨਾਲ ਮਤਰੇਈ ਮਾਂ ਵਾਲਾ ਸਲੂਕ ਕਰ ਰਹੀ ਹੈ।ਜਾਰੀ ਪ੍ਰੈਸ ਬਿਆਨ ਵਿਚ ਯੂਨੀਅਨ ਦੇ ਸੂਬਾ ਪ੍ਰੈਸ ਸਕੱਤਰ ਹਰਦੀਪ ਸਿੰਘ ਢੀਂਡਸਾ ਨੇ ਦੱਸਿਆ ਕਿ ਪੰਜਾਬ ਸਰਕਾਰ ਨੇ ਨਾ ਤਾਂ ਏਡਿਡ ਸਕੂਲਾਂ ਵਿਚ ਪੜਦੀਆਂ ਗਰੀਬ ਲੜਕੀਆਂ ਨੂੰ ਮਾਈ ਭਾਗੋ ਸਕੀਮ ਤਹਿਤ ਸਾਈਕਲ ਦਿੱਤੇ ਹਨ ਅਤੇ ਨਾ ਹੀ 80 ਫੀਸਦੀ ਤੋਂ ਅਧਿਕ ਅੰਕਾਂ ਵਾਲੇ ਵਿਦਿਆਰਥੀਆਂ ਨੂੰ ਡਾ.ਹਰਗੋਬਿੰਦ ਖੁਰਾਣਾ ਵਜੀਫਾ ਸਕੀਮ ਵਿਚ ਸ਼ਾਮਿਲ ਕੀਤਾ ਹੈ ਜਿਸ ਕਰਕੇ ਪੰਜਾਬ ਦੇ ਏਡਿਡ ਸਕੂਲਾਂ ਦੇ ਅਧਿਆਪਕਾਂ ਅਤੇ ਵਿਦਿਆਰਥੀਆਂ ਵਿਚ ਸਰਕਾਰ ਪ੍ਰਤੀ ਭਾਰੀ ਰੋਸ ਪਾਇਆ ਜਾ ਰਿਹਾ ਹੈ।ਸੂਬਾ ਸਕੱਤਰ ਸ੍ਰੀ ਸੈਣੀ ਨੇ ਦੱਸਿਆ ਕਿ 12 ਅਕਤੂਬਰ ਨੂੰ ਸਿੱਖਿਆ ਮੰਤਰੀ ਸ.ਮਲੂਕਾ ਨਾਲ ਹੋਈ ਮੀਟਿੰਗ ਦੀ ਕਾਰਵਾਈ ਦੀ ਕਾਪੀ ਹਾਲੇ ਤੱਕ ਵੀ ਵਿਭਾਗ ਦੇ ਅਧਿਕਾਰੀਆਂ ਨੇ ਯੂਨੀਅਨ ਨੂੰ ਨਹੀ ਸੌਂਪੀ ਹੈ।ਉਹਨਾਂ ਕਿਹਾ ਕਿ ਏਡਿਡ ਸਕੂਲਾਂ ਦੇ ਦਰਜਾ ਚਾਰ ਅਤੇ ਲੈਬ ਅਟੈਂਡੈਂਟ ਦੇ ਸੋਧੇ ਹੋਏ ਗ੍ਰੇਡ ਪੇ ਦੀ ਚਿੱਠੀ ਵੀ ਹੁਣ ਤੱਕ ਜਾਰੀ ਨਹੀ ਕੀਤੀ ਹੈ।ਯੂਨੀਅਨ ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਯੂਨੀਅਨ ਏਡਿਡ ਸਕੂਲਾਂ ਦੇ ਸਟਾਫ ਨੂੰ ਸਰਕਾਰੀ ਸਕੂਲਾਂ ਵਿਚ ਮਰਜ ਕਰਨ ਦੀ ਮੰਗ ਨੂੰ ਲੈ ਕੇ ਲੰਬੇ ਸਮੇਂ ਤੋਂ ਸੰਘਰਸ਼ ਕਰ ਰਹੀ ਹੈ ਪਰੰਤੂ ਸਿੱਖਿਆ ਮੰਤਰੀ ਹਰ ਰੋਜ਼ ਇਸ ਸਬੰਧੀ ਨਵੇਂ ਨਵੇਂ ਬਿਆਨ ਦੇ ਕੇ ਸੰਘਰਸ਼ ਨੂੰ ਤਾਰਪੀਡੋ ਕਰ ਰਹੇ ਹਨ ਜਿਸ ਨੂੰ ਬਰਦਾਸ਼ਤ ਨਹੀ ਕੀਤਾ ਜਾਵੇਗਾ।ਉਹਨਾਂ ਕਿ ਕਿ ਸਰਕਾਰ ਨੇ ਸਤੰਬਰ ਤੋਂ ਬਾਅਦ ਤਨਖਾਹਾਂ ਦਾ ਬੱਜਟ ਵੀ ਹਾਲੇ ਤੱਕ ਜਾਰੀ ਨਹੀ ਕੀਤਾ ਹੈ।ਯੂਨੀਅਨ ਆਗੂਆਂ ਨੇ ਕਿਹਾ ਕਿ ਖਜ਼ਾਨਾ ਦਫਤਰਾਂ ਦੇ ਘਿਰਾਓ ਤੋਂ ਬਾਅਦ ਅਗਰ ਸਰਕਾਰ ਨੇ ਉਹਨਾਂ ਦੀਆਂ ਮੰਗਾਂ ਪੂਰੀਆਂ ਨਾ ਕੀਤੀਆਂ ਤਾਂ ਸਰਕਾਰ ਖਿਲਾਫ ਵੱਡਾ ਸੰਘਰਸ਼ ਆਰੰਭ ਕੀਤਾ ਜਾਵੇਗਾ।ਇਸ ਮੌਕੇ ਉਹਨਾਂ ਨਾਲ ਸ੍ਰੀ ਅਰਵਿੰਦ ਬੈਂਸ ਪ੍ਰਧਾਨ ਜਲੰਧਰ, ਅਨਿਲ ਭਾਰਤੀ ਪਟਿਆਲਾ, ਅੰਮ੍ਰਿਤਪਾਲ ਸੰਗਰੂਰ, ਰਾਜ ਕੁਮਾਰ ਮਿਸ਼ਰਾ ਪ੍ਰਧਾਨ ਅੰਮ੍ਰਿਤਸਰ, ਸ਼ਰਨਜੀਤ ਸਿੰਘ ਪ੍ਰਧਾਨ ਮੁਹਾਲੀ, ਸ਼ਵਿੰਦਰਜੀਤ ਕੌਰ ਪ੍ਰਧਾਨ ਲੁਧਿਆਣਾ, ਗੁਰਮੀਤ ਸਿੰਘ ਲਿਧਆਣਾ, ਸ਼ਵਿੰਦਰ ਮਛਰਾਲ ਫਿਰੋਜਪੁਰ, ਅਮਰਜੀਤ ਸਿੰਘ ਭੁੱਲਰ ਰੋਪੜ, ਰਣਜੀਤ ਸਿੰਘ ਅਨੰਦਪੁਰ ਸਾਹਿਬ,ਡਾ.ਗੁਰਮੀਤ ਸਿੰਘ, ਕੁਲਵਰਨ ਸਿੰਘ ਖਜਾਨਚੀ,ਅਜੇ ਚੌਹਾਨ ਅੰਮ੍ਰਿਤਸਰ,ਨਰਿੰਦਰ ਢਿੱਲੋਂ ਤਰਨਤਾਰਨ, ਤਰਸੇਮ ਸਿੰਘ ਹੁਸ਼ਿਆਰਪੁਰ ,ਮੁਨੀਸ਼ ਅਗਰਵਾਲ, ਯਾਦਵਿੰਦਰ ਕੁਮਾਰ ਕੁਰਾਲੀ, ਗਣੇਸ਼ ਦੱਤ ਸ਼ਰਮਾਂ ,ਜਗਮੋਹਨ ਪਟਿਆਲਾ, ਪੂਰਨ ਸਿੰਘ ਮੋਗਾ , ਕਰਮਜੀਤ ਸਿੰਘ ਮਾਨਸਾ ਅਤੇ ਦਲਜੀਤ ਸਿੰਘ ਖਰੜ ਆਦਿ ਆਗੂ ਵੀ ਹਾਜ਼ਰ ਸਨ।

The present grade pay system should be removed, the time scale gap between one posts to another should be at-least Rs 1000/ not Rs 100/ at present and it should be uniform rate of increment from starting to end. The Group B post should start from Rs 5400/- GP. there should be uniform pay scales for similar posts. Removal of Grade Pay Rs.2000.

3) Proper promotion policy that is in a career and in same grade pay providing additional increment for those who got MACP promotion. Provide five promotion to all. Promotional benefit should be at-least Rs 2000/- per month.

4) Providing proper DA for CG employees & rectification of DA formula etc.

9) Increase in OTA rates on par with Railways.

10) Night Duty Allowance on par with Railways.

11) Stitching charges for uniforms should be doubled.

12) Transport Allowance for all field staff without any conditions.

13) VRS scheme on par with Railways.

14) Compensate appointment on par with Railways remove ceiling.

15) Ensure 8.33% of the Gross salary as Bonus, Removal of ceiling on Bonus, etc

16) Merger of Jr. Clerk (LDC) and Sr. Clerk (UDC) and allotment of Grade Pay Rs.2800 as entry level in Clerical Cadre.

17) Pay parity in pay scales of the Ministerial and Stenographers between Field and Secretariat offices.

18) Provide additional increment w.e.f. 01.01.2006 to staff working in old pay scale Rs.7450-11500.

19) Pay parity of Drivers on par with Central Secretariat Drivers.

20) To fill up all vacancies in all Central Government Establishments and remove ban on recruitment.

21) To exempt Children education Allowance from Income Tax.

22) To remove the anomalies in the pay of Direct Recruitees and the promotees in the all cadre.

23) Providing good quality uniforms.

24) The daily wages of the casual labour are to be fixed as 1/30th of the monthly salary of a regular employee working in the same kind of job.

25) Exemption of Transport Allowance from the purview of Income Tax - enhancement of exemption limit from Rs.800 to Rs.3200 plus DA thereon.

26) To abolish the license fee for the Departmental Quarters allotted to the employees since the HRA is recovering fully.

27) For improvement in the House Building Advances – To reduce the rate of interest, One more chance to avail HBA who already taken earlier to improve the existing accommodation, allowing to avail HBA for extension, renovation of exiting own accommodations, HBA for purchasing resale flats/houses.

28) To revise various Allowances such as Winter Allowances, Hill Compensatory Allowances, Tribal Allowances, etc. and to ensure the rate on par with the concerned state Governments.

29) To revise the Gratuity equal to last drawn one month salary and to extend the gratuity to the employees joined after 01.1.2004.
30 Restore two increments or more on acquiring additional qualifications.

31) To enhance – double the CEGIS coverage limit.

32) To enhance all Allowances such as DA, HRA, Special Allowances by 25% from the date of attaining DA 50%
33) To modify the OM issued by Dept of Expenditure to fix the Pay on promotion to a post carrying higher duties and responsibilities carrying the same grade pay by deleting the reference previous OM by the Department issued in the year 2000, i.e. prior to the implementation of 6th CPC

34) To stepping up the Pay Scale of Seniors on par with the juniors who are elevated on account of ACPs

35) Rectification of all anomalies.

ਇਸ ਸਬੰਧੀ ਵੱਖ ਵੱਖ ਵਿਭਾਗਾਂ ਤੋ ਹਾਸਲ ਕੀਤੀ ਜਾਣਕਾਰੀ ਜੋ ਇਸ ਪੱਤਰਕਾਰ ਕੋਲ ਸਬੂਤ ਵਜੋ ਮੌਜੂਦ ਹੈ ਅਨੁਸਾਰ ਕਈ ਸਾਲਾਂ ਦੀਆਂ ਅਦਾਲਤੀ ਘੁੰਮਣਘੇਰੀਆਂ ਉਪਰੰਤ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵੱਲੋ ਸਕੂਲ ਪ੍ਰਿੰਸੀਪਲਾਂ ਦੀਆਂ ਤਰੱਕੀਆਂ ਲਈ ਸਾਲ 2004 ਵਿੱਚ ਸੇਵਾ ਨਿਯਮ ਬਣਾਉਦਿਆਂ ਇਨਾ ਵਿੱਚ 55% ਲੈਕਚਰਾਰਾਂ ਲਈ,30%ਹੈਡਮਾਸਟਰਾਂ ਲਈ ਅਤੇ 15% ਕੋਟਾ ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ/ਲੈਕਚਰਾਰਾਂ ਲਈ ਨਿਰਧਾਰਤ ਕੀਤਾ ਗਿਆ ਹੈ! ਇਨਾ ਨਿਯਮਾ ਅਨੁਸਾਰ ਉਹ ਸਾਰੇ ਵੋਕੇਸਨਲ ਮਾਸਟਰ ਤਰੱਕੀ ਲਈ ਯੋਗ ਹਨ ਜਿਨਾ ਦੀ ਮੂੱਢਲੀ ਨਿਯੁਕਤੀ ਸਕੂਲ ਲੈਕਚਰਾਰ ਦੇ ਗ੍ਰੇਡ ਵਿੱਚ ਹੋਈ ਹੋਵੇ ਤੇ ਉਨਾ ਕੋਲ 7 ਸਾਲਾਂ ਦਾ ਤਜਰਬਾ ਹੋਵੇ, ਇਨਾ ਹੀ ਨਿਯਮਾਂ ਅਧੀਨ ਵਿਭਾਗ ਨੇ 11/3/2005 ਨੂੰ ਵੱਖ ਕੈਟਾਗਰੀਆਂ ਦੇ ਸੀਨੀਆਰਤਾ ਸੂਚੀ ਅਨੁਸਾਰ ਤਰੱਕੀ ਲਈ ਕੇਸ ਵੀ ਸੰਮਣ ਕੀਤੇ ਅਤੇ ਇਨਾ ਦੀ ਬਕਾਇਦਾ ਤਤਕਾਲੀ ਸਿੱਖਿਆ ਸਕੱਤਰ ਵੱਲੋ 26/05/2005 ਨੂੰ ਡੀਪੀਸੀ ਵੀ ਕੀਤੀ ਗਈ ਜਿਸ ਵਿੱਚ ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ ਦੇ 215 ਕੇਸ ਤਰੱਕੀ ਲਈ ਪ੍ਰਵਾਨ ਵੀ ਕੀਤੇ ਗਏ ,ਪ੍ਰੰਤੂ ਇਨਾਂ ਦੇ ਹੁਕਮ ਜਾਰੀ ਨਾ ਕੀਤੇ ਗਏ ,ਇਸ ਉਪਰੰਤ ਤਤਕਾਲੀ ਸਿੱਖਿਆ ਸਕੱਤਰ ਸ੍ਰੀ ਕੇਬੀਐਸ ਸਿੱਧੂ ਵੱਲੋ 19/5/2008 ਨੂੰ ਡੀਪੀਸੀ ਕੀਤੀ ਜਿਸ ਵਿੱਚ ਉਨਾ ਨੇ ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ ਦੀਆਂ ਤਰੱਕੀਆਂ ਲਈ ਉਕਤ ਨਿਯਮਾਂ ਨੂੰ ਛੱਡ ਕੇ ਆਪਣਾ ਇੱਕ ਵੱਖਰਾ ਹੀ ਕਰਟੀਰੀਆ ਬਣਾ ਲਿਆ ਜਿਸ ਅਨਸਾਰ ਸਬੰਧਿਤ ਵੋਕੇਸਨਲ ਮਾਸਟਰ ਕੋਲ 8/7/1995 ਤੋ ਪਹਿਲਾਂ ਡਿਗਰੀ ਜਾਂ ਪੋਸਟ ਗ੍ਰੈਜੂਏਟ ਦੀ ਯੋਗਤਾ ਹੋਵੇ ਤੇ ਇਸੇ ਅਨੁਸਾਰ ਉਨਾ ਨੇ 41 ਕੇਸ ਤਰੱਕੀ ਲਈ ਯੋਗ ਮੰਨੇ ਤੇ 9 ਕੇਸ ਅਪ੍ਰਵਾਨ ਕਰ ਦਿੱਤੇ ਕਿਉਕਿ ਉਨਾ ਕੋਲ ਤਥਾਕਿਥਤ ਕਰਟੀਰੀਏ ਅਨੁਸਾਰ ਵਿਦਿਅਕ ਯੋਗਤਾ 8/7/1995 ਤੋ ਬਾਦ ਦੀ ਸੀ ਪ੍ਰੰੰਤੂ ਮੁੜ ਜਦੋ ਸ੍ਰੀ ਸਿੱਧੂ ਦੀ ਅਗਵਾਈ ਹੇਠ 7/1/2009 ਨੂੰ ਡੀਪੀਸੀ ਕੀਤੀ ਗਈ ਤਾਂ ਵਿਦਿਅਕ ਯੋਗਤਾ ਵਾਲੀ ਤਾਰੀਖ 30-11-2008 ਤੀਕ ਕਰਦਿਆਂ ਪਹਿਲੇ ਰੱਦ ਕੀਤੇ 9 ਕੇਸਾ ਸਮੇਤ 133 ਹੋਰ ਕੇਸ ਪ੍ਰਵਾਨ ਕਰ ਲਏ ਗਏ, ਜਦਕਿ ਸੇਵਾ ਨਿਯਮਾਂ ਵਿੱਚ ਅਜਿਹੀਆਂ ਕੋਈ ਸਰਤਾਂ ਹੀ ਨਹੀ ਹਨ! ਇਸੇ ਕਰਟੀਰੀਏ ਅਨੁਸਾਰ ਸ੍ਰੀ ਮਨਦੀਪ ਸਿੰਘ ਸਿੱਖਿਆ ਸਕੱਤਰ ਨੇ 8/7/1995 ਵਾਲੀ ਤਰੀਖ ਵਿੱਚ ਵਾਧਾ ਕਰਦਿਆਂ ਇਸ ਨੂੰ ਅਪ੍ਰੈਲ 2010 ਤੀਕ ਵਧਾਕੇ 15 ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਦੇ ਜੂਨੀਅਰ ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ ਨੂੰ 15/4/2010ਨੂੰ ਪਿੰ੍ਰਸੀਪਲ ਬਣਾਦਿੱਤਾ ਜਿਨਾ ਵਿੱਚ 767 ਨੰਬਰ ਜਸਵੰਤ ਸਿੰਘ ਕੈਬਨਿਟ ਮੰਤਰੀ ਗੁਲਜਾਰ ਸਿੰਘ ਰਣੀਕੇ ਦਾ ਸਾਲਾ ਅਤੇ 792 ਨੰਬਰ ਸ,ਦਰਬਾਰਾ ਸਿੰਘ ਗੁਰੂ ਸਾਬਕਾ ਪ੍ਰਿੰਸੀਪਲ ਸਕੱਤਰ ਮੁੱਖ ਮੰਤਰੀ ਪੰਜਾਬ ਦਾ ਸਾਂਢੂ ਵੀ ਸਾਮਲ ਹਨ ਜਦਕਿ 25 ਨਬੰਰ ਵਾਲਾ ਅਨੁਸੂਚਿਤ ਜਾਤੀ ਵੋਕੇਸਨਲ ਮਾਸਟਰ ਜੋਕਿ 1975-78 ਵਿੱਚ ਪੀਪੀਐਸਸੀ ਰਾਂਹੀ ਚੋਣਿਆ ਹੋਇਆ ਹੈ ਅਤੇ ਨਿਯਮਾ ਅਨੁਸਾਰ ਤਰੱਕੀ ਲਈ ਸਾਰੀਆਂ ਸਰਤਾ ਪੂਰੀਆਂ ਕਰਦਾ ਹੈ ਉਸਨੂੰ ਤਰੱਕੀ ਤੌ ਵਾਂਝਾਂ ਰੱਖਿਆ ਗਿਆ ਹੈ!,ਅਤੇ ਇਸੇ ਪਿਰਤ ਨੂੰ ਜਾਰੀ ਰੱਖਦਿਆਂ ਸ੍ਰੀ ਹੁਸਨ ਲਾਲ ਨੇ 8/7/1995 ਵਾਲੀ ਤਰੀਖ ਨੂੰ ਦਸੰਬਰ 2012 ਤੀਕ ਵਧਾਕੇ 61 ਹੋਰ ਜੂਨੀਅਰ ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ ਨੂੰ ਉਦੋ ਅਫਸਰੀਆਂ ਦਿੱਤੀਆਂ ਜਦੋ ਫਰਵਰੀ 2012 ਦੀਆਂ ਚੋਣਾ ਕਾਰਨ ਪੰਜਾਬ ਵਿੱਚ ਚੋਣ ਜਾਬਤਾ ਲੱਗਿਆ ਹੋਇਆ ਸੀ ਅਤੇ 22/12/2009 ਤੇ 15/4/2010 ਨੂੰ ਹੋਈਆਂ ਤਰੱਕੀਆਂ ਨੂੰ ਗਲਤ ਤੇ ਨਿਯਮਾ ਤੋ ਉਲਟ ਕਰਾਰ ਦਿੰਦੀ ਤੇ ਇਨਾ ਤਰੱਕੀਆਂ ਨੂੰ ਤੁਰੰਤ ਰੱਦ ਕਰਨ ਸਬੰਧੀ ਪੜਤਾਲ ਰਿਪੋਰਟ ਵੀ ਵਿਭਾਗ ਨੂੰ ਮਿਲ ਚੁੱਕੀ ਸੀ! ਆਰ ਟੀਆਈ ਰਾਂਹੀ ਹਾਸਲ ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ ਪ੍ਰਸੋਨਲ ਵਿਭਾਗ ਤੇ ਖੁਦ ਸਿੱਖਿਆ ਵਿਭਾਗ ਵੀ ਇਸ ਗੱਲ ਦੀ ਪੁਸਟੀ ਕਰ ਚੁੱਕੇ ਹਨ ਕਿ ਡੀਪੀਸੀ ਨੂੰ ਸਰਬਸੰਮਤੀ ਨਾਲ ਜਾਂ ਡੀਪੀਸੀ ਦੇ ਚੇਅਰਮੈਨ ਨੂੰ ਆਪਣੇ ਪੱਧਰ ਤੇ ਕੈਬਨਿਟ ਵੱਲੋ ਪ੍ਰਵਾਨਿਤ ਨਿਯਮਾਂ ਵਿੱਚ ਬਦਲਾਅ ਕਰਨ ਦਾ ਕੋਈ ਅਧਿਕਾਰ ਨਹੀ ਹੈ ਅਤੇ ਨਾ ਹੀ ਸਬੰਧਿਤ ਸਿੱਖਿਆ ਸਕੱਤਰਾਂ ਨੇ ਆਪਣੈ ਵੱਲੋ ਬਣਾਏ ਕਰਟੀਰੀਏ ਸਬੰਧੀ ਪੰਜਾਬ ਸਰਕਾਰ ਕੋਲੋ ਕੋਈ ਪ੍ਰਵਾਨਗੀ ਹਾਸਲ ਕਰਕੇ ਇਸ ਸਬੰਧੀ ਕੋਈ ਨੋਟੀਫੀਕੇਸਨ ਜਾਰੀ ਕੀਤੀ ਹੈ ਅਤੇ ਨਾ ਹੀ ਵਿਭਾਗ ਨੇ ਤਰੱਕੀਆਂ ਕਰਨ ਤੋ ਪਹਿਲਾਂ ਸਬੰਧਿਤ ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ ਦੀ ਵਿਦਿਅਕ ਯੋਗਤਾ ਵਿੱਚ ਵਾਧਾ ਕਰਨ ਸਬੰਧੀ ਕੋਈ ਜਨਤਕ ਨੋਟਿਸ ਹੀ ਦਿੱਤਾ ਹੈ ਬਲਕਿ ਜਿਨਾ ਵਿੱਦਿਅਕ ਯੋਗਤਾਂਵਾਂ ਰਾਂਹੀ ਪੀਪੀਐਸਸੀ ਅਤੇ ਵਿਭਾਗੀ ਚੋਣ ਕਮੇਟੀਆਂ ਨੇ 1975-78ਤੋ 1990-92 ਤੀਕ ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ ਦੀ ਭਰਤੀ ਕੀਤੀ ਸੀ ਉਨਾ ਹੀ ਯੋਗਤਾਂਵਾਂ ਨਾਲ ਹਾਲ ਹੀ ਵਿੱਚ ਵਿਭਾਗ ਵੱਲੋ ਸੀਡੈਕ ਰਾਂਹੀ 2106 ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ ਦੀਆਂ ਅਸਾਮੀਆਂ ਭਰੀਆਂ ਗਈਆਂ ਹਨ! 26/05/2005 ਦੀ ਡੀਪੀਸੀ ਬਾਰੇ ਵੀ ਆਰਟੀਆਈ ਰਾਹੀ ਲਈ ਜਾਣਕਾਰੀ ਅਨੁਸਾਰ ਸਿੱਖਿਆ ਵਿਭਾਗ ਤਾਂ ਇਸ ਡੀਪੀਸੀ ਦੇ ਹੋਣ ਤੋ ਹੀ ਸਾਫ ਮੁਕਰ ਰਿਹਾ ਹੈ ਜਦਕਿ ਇਸੇ ਮੀਟਿੰਗ ਵਿੱਚ ਸਾਮਲ ਪ੍ਰਸੋਨਲ ਵਿਭਾਗ ਅਨੁਸਾਰ ਇਹ ਡੀਪੀਸੀ ਤਾਂ ਹੋਈ ਹੈ ਪ੍ਰੰਤੂ ਉਨਾ ਨੇ ਤਰੱਕੀਆਂ ਨਾਲ ਸਬੰਧਿਤ ਮਿਸਲ ਨਸਟ ਕਰ ਦਿੱਤੀ ਹੈ ਜਦਕਿ ਇਸੇ ਮੀਟਿੰਗ ਵਿੱਚ ਸਾਮਲ ਤੀਜੀ ਧਿਰ ਸਮਾਜਿਕ ਸੁਰੱਖਿਆ ਵਿਭਾਗ ਅਨੁਸਾਰ ਉਨਾ ਦੇ ਡਿਪਟੀ ਸਕੱਤਰ ਸ੍ਰੀ ਰਾਮ ਆਸਰਾ ਗਰਗ ਨੇ ਇਸ ਮੀਟਿੰਗ ਵਿੱਚ ਸਮੂਲੀਅਤ ਕੀਤੀ ਹੈ ! ਇਸੇ ਦੌਰਾਨ ਜਦੋ ਇਸ ਪੱਤਰਕਾਰ ਨੇ ਤਤਕਾਲੀ ਸਿੱਖਿਆ ਸਕੱਤਰ ਸ੍ਰੀਮਤੀ ਤੇਜਿੰਦਰ ਕੌਰ ਨਾਲ ਇਸ ਸਬੰਧੀ ਸੰਪਰਕ ਕੀਤਾ ਤਾਂ ਉਨਾ ਮੰਨਿਆ ਕਿ 26/05/2005 ਨੂੰ ਡੀਪੀਸੀ ਦੀ ਮੀਟਿੰਗ ਹੋਈ ਸੀ ਪ੍ਰੰਤੂ ਕਿਸੇ ਕਾਰਨ ਵਸ ਉਹ ਪ੍ਰਵਾਨ ਹੋਏ ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ ਦੇ ਤਰੱਕੀ ਹੁਕਮ ਜਾਰੀ ਨਹੀ ਕਰ ਸਕੇ ਸਨ! ਇੱਥੇ ਹੀ ਬੱਸ ਨਹੀ ਇਨਾ ਤਰੱਕੀਆਂ ਸਬੰਧੀ 22ਜੁਲਾਈ 2012 ਨੂੰ ਮੁੱਖ ਮੰਤਰੀ ਨੇ ਆਪਣੇ ਪ੍ਰਿੰਸੀਪਲ ਸਕੱਤਰ ਸ੍ਰੀ ਐਸ ਕੇ ਸੰਧੁ ਨੂੰ ਤਰੰਤੇ ਰਿਕਾਰਡ ਤਲਬ ਕਰਕੇ 15 ਦਿਨਾ ਅੰਦਰ ਪੜਤਾਲ ਰਿਪੋਰਟ ਦੇਣ ਦੇ ਦਿੱਤੇ ਆਦੇਸਾਂ ਉਪਰੰਤ ਵੀ ਪੀੜਤ ਸੀਨਅਰ ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ ਨੂੰ ਕੋਈ ਇਨਸਾਫ ਨਹੀ ਮਿਲਿਆ ਸਗੋ ਸਿੱਖਿਆ ਵਿਭਾਗ ਸ੍ਰੀ ਸੰਧੁ ਵੱਲੋ ਕਿਸੇ ਵੀ ਤਰਾਂ ਦੀ ਪੜਤਾਲ ਕਰਨ ਤੋ ਹੀ ਇਨਕਾਰ ਕਰ ਰਿਹਾ ਹੈ! ਇਸ ਸਬੰਧੀ ਆਣਾ ਤਿੱਖਾ ਪ੍ਰਤੀਕਰਮ ਪ੍ਰਗਟ ਕਰਦਿਆਂ ਸੀਨੀਅਰ ਵੋਕੇਸਨਲ ਮਾਸਟਰਜ ਯੂਨੀਅਨ ਪੰਜਾਬ ਦੇ ਪ੍ਰਧਾਨ ਤੀਰਥ ਸਿੰਘ ਭਟੋਆ ਨੇ ਮੁੱਖ ਮੰਤਰੀ ਅਤੇ ਸਿੱਖਿਆ ਮੰਤਰੀ ਨੂੰ ਅਪੀਲ ਕੀਤੀ ਕਿ ਸੇਵਾ ਨਿਯਮਾਂ ਨੂੰ ਤਲਾਂਜਲੀ ਦੇਕੇ ਕੀਤੀਆਂ ਤਰੱਕੀਆਂ ਤੁਰੰਤ ਰੱਦ ਕਰਕੇ ਇਨਾ ਤਰੱਕੀਆਂ ਦੇ ਅਸਲ ਹੱਕਦਾਰ ਸੀਨਅਰ ਵੋਕੇਸਨਲ ਮਾਸਟਰਾਂ ਨੂੰ ਉਕਤ ਨਿਯਮਾਂ ਅਤੇ ਸਾਂਝੀ ਸੀਨੀਆਰਤਾ ਸੂਚੀ ਅਨੁਸਾਰ ਤਰੱਕੀਆ ਦੇਕੇ ਇਨਸਾਫ ਦੇਣ ਦਿੱਤਾ ਜਾਵੇ!

ਈ.ਟੀ.ਟੀ. ਟੀਚਰਜ਼ ਯੂਨੀਅਨ ਨੇ 1 ਦਸੰਬਰ ਨੂੰ ਲੁਧਿਆਣਾ ਵਿਖੇ ਪੰਜਾਬ ਪੱਧਰ ਦਾ ਇਕੱਠ ਕਰਨ ਦਾ ਐਲਾਨ ਕੀਤਾ ਹੋਇਆ ਸੀ ਪਰ ਅੱਜ ਮੁੱਖ ਮੰਤਰੀ ਵੱਲੋਂ ਈ.ਟੀ.ਟੀ. ਟੀਚਰਜ਼ ਯੂਨੀਅਨ ਪੰਜਾਬ ਦੇ ਸੂਬਾਈ ਪ੍ਰਧਾਨ ਜਗਸੀਰ ਸਿੰਘ ਸਹੋਤਾ ਦੇ ਨਾਮ ਸੱਦਾ ਪੱਤਰ ਭੇਜਿਆ ਗਿਆ ਅਤੇ ਉਨ੍ਹਾਂ ਦੀਆਂ ਮੰਗਾਂ ਵਿਚਾਰਨ ਲਈ 12 ਨਵੰਬਰ ਨੂੰ ਮੁੱਖ ਮੰਤਰੀ ਦੇ ਚੰਡੀਗੜ੍ਹ ਨਿਵਾਸ ’ਤੇ ਹੋਣ ਵਾਲੀ ਮੀਟਿੰਗ ਵਿੱਚ ਸ਼ਾਮਲ ਹੋਣ ਦਾ ਸੱਦਾ ਦਿੱਤਾ ਗਿਆ ਹੈ। ਸ੍ਰੀ ਸਹੋਤਾ ਨੇ ਦੱਸਿਆ ਕਿ ਉਹ ਇਸ ਮੀਟਿੰਗ ਵਿੱਚ ਆਪਣੇ ਨੁਮਾਇੰਦਿਆਂ ਨਾਲ ਸ਼ਾਮਲ ਹੋਣਗੇ ।

AMRITSAR: Central Board of Secondary Education (CBSE) chairman Vineet Joshi said that the board was against heavy schoolbags.

While replying a question by HT, Joshi said, “We are against heavy schoolbags. We have given instructions to all CBSE schools not to introduce extra books to students as prescribed by National Council of Educational Research and Training (NCERT).”

During the twentieth National Annual Sahodaya Conference that got underway in the holy city on Thursday, the CBSE chairman said, “Parents have the right to question the school authorities or the CBSE directly if they feel their children are being overburdened in any manner.”

More than 800 school principals and teachers from different CBSE schools of the country have arrived in city to attend the conference organised by the board, which aims to prepare the schools and the teachers in a manner so that they can tune well with the modern technological world.

The conference was inaugurated by Padma Bhushan and eminent designer, Rajeev Sethi.

CHANDIGARH: The Punjab government has decided to grant double family pension to the next of kin of ex-servicemen who complete mandatory civilian service in state government departments.

“We have taken the decision on the lines of the central government. A notification will be issued soon,” said Brig Manjit Singh (retd), director, defence services welfare department, Punjab.

Earlier, widows or next of kin used to get only one pension in case of death of re-employed exservicemen.

The ministry of defence through its letter dated January 17, had allowed that next of kin of a defence pensioner, who gets second employment in the central government after discharge from military service, would be entitled to draw two family pensions. But for the family pension from the civilian department, the conditions regarding minimum service needed to be fulfilled. The Centre had constituted a committee of secretaries headed by the cabinet secretary to look into the issues of armed forces pension; the panel decided in favour of double pension.

But the Centre had implemented the scheme with effect from September 24, 2012. Also, past cases were considered, but they would be granted double pension only from this date.

“After the notification is issued, we would consider past cases and also give them double pension from a fixed date,” said Brig Manjit Singh.

Bhim Sen Sehgal, president of the All-India Ex-servicemen Welfare Association (AIEWA), said, “We welcome the Punjab government’s decision to give double family pension to next of kin of ex-servicemen. It was a long-pending demand.”

शिक्षा मंत्री मलूका ने कहा कि बेहतर शिक्षा के लिए राज्य सरकार लगातार अध्यापकों की भर्ती कर रही है। जो भी क्वालीफाइड अध्यापक टेस्ट पास करते हैं, उन्हें नौकरी दी जा रही है। यूनियन की लंबे समय से चल रही प्रमोशन की मांग को भी जल्द पूरा किया जा रहा है। प्रिंसिपल से लेकर अध्यापक स्तर पर पदोन्नतियां की जा रही हैं। अध्यापकों की बात करते हुए मलूका ने कहा कि जिन अध्यापकों का प्रोबेशन पीरियड पूरा हो चुका है, उनके केस भी जल्द मांगे जा रहे हैं।

Can an M.Ed degree be treated on a par with an MA degree for the recruitment of teachers? The vital question of law will now be answered by the Punjab and Haryana High Court.

The issue was today raised by Jasveer Kaur. She is seeking directions to Punjab Education Department and DPI (Secondary Education) to award 10 additional marks for an M.Ed degree for the purpose of recruitment to 5,178 posts of rural associate teacher.

Her counsel contended M.Ed degree holders could not be deprived of additional 10 marks.

Going into the background of the controversy, her counsel referred to the selection criteria notified on July 9, 2012, before submitting that an M.Ed degree was a higher qualification in the subject of “education”.

If 10 additional marks were to be awarded for MA and M.Sc degrees, those possessing M.Ed degree could not be deprived of the benefit. He also referred to an Apex Court judgment in the case of Dr Ram Sewak in an attempt to substantiate his contention that an M.Ed degree was equivalent to a post graduate degree.

Taking up the matter, Justice Tejinder Singh Dhindsa issued notice for February 5, next year, to the Punjab Education Department and DPI (Secondary Education). Justice Dhindsa further directed that one post each of social studies and English language teachers, for which the petitioner has participated, be kept reserved for the petitioner while finalising the select list for the general category.

Punjabi University, which is all set to sign a memorandum of understanding (MoU) pertaining to its land being given to the Punjab Government for setting up a special school, has decided to include a clause to reclaim land ownership of the land in case the project is shelved at any stage. The decision comes in the wake of resentment expressed by students and teachers, who said it was “unethical” on the part of the university to enter into such a land deal at a time when there was a severe space crunch in the university and it was in a “financial mess”.

Under the project, the university is supposed to give a 5.75-acre land to the government for building a special residential model school for meritorious students from economically weaker sections of society. The state government is setting up six such schools in various districts of the state.

For the school in Patiala, the Punjab government had approached Punjabi University to seek land, to which the university had agreed. However, the university authorities faced opposition from some sections of teachers and students. Union Information and Broadcasting Minister Manish Tewari, too, wrote to Punjab Governor Shivraj Patil, who is also the Chancellor of the university, urging him to look into the matter, which was raised by the Democratic Teachers’ Front, Punjabi University.

However, few student organisations later gave their support on the condition that the university reclaim the ownership of the land.

University Registrar Dr AS Chawla said they were drafting an MoU, according to which in case the concept fails, the 5.75-acre land along with the development on it will be restored to the university.

Saying that the ownership of the land would remain with the university at any cost, Chawla said the university had taken a similar decision in a project wherein the Central government had taken university land on lease for setting up the Northern Regional Language Centre.

“They took a large area on lease from the university, including this 5.75-acre land, for setting up the Northern Regional Language Centre. They established the building on a part of this land. Also, they did not set up various things that they had promised and therefore, the university took away the remaining land last year. We are giving away this land for a purpose and if the government deviates, we can certainly reconsider our decision,” he said.

Meanwhile, members of the Secular Youth Federation of India has asked the Vice-Chancellor to roll back the decision to give away the land or they would initiate a protest.
